Roads and Environment Safety Center (RESC)

RESC is a Palestinian independent non-profit society established in 2000. It is the only center of its kind in Palestine in terms of the scope of its work. The Center is supervised by a Board of Trustees that consists of a number of professionals and community leaders. The Board is responsible for deciding on RESC general policies and strategic plans and oversees the Center's operation.

Toward a safe road and clean environment

Objectives:

In coordination with governmental agencies and NGOs locally and internationally, RESC seeks to achieve the following objectives:

  1. To promote public awareness on road safety and environment protection issues
  2. To identify causes of road accidents and measures to control them
  3. To inform about environmental hazards caused by gases and toxic substances in terms of quantity and quality
  4. To influence national and local level policies and practices in order to ensure road safety and reduce pollution
  5. To encourage individual and group initiatives in the fields of road safety and environment protection

Strategies:

RESC seeks to achieve the above objectives through a variety of strategies, including:

  1. Implementing programs and activities aimed at promoting road safety and reduction of pollution at the community level in cooperation and integration with the different local institutions and structures
  2. Developing road safety awareness programs in schools and promoting the role of students and youth in the prevention of road accidents
  3. Organizing conferences, seminars and training programs aiming at promoting road safety and reduction of pollution
  4. Developing and producing educational materials and media programs and campaigns on road safety and environment protection
  5. Disseminating the Palestinian Traffic Law and clarifying its provisions
  6. Supporting research in the area of road safety and environment protection
  7. Studying the social, economic and political effects of roads in general, and bypass roads in particular
  8. Conducting activities to lobby and advocate for the adoption of policies and practical steps to help prevent road accidents and reduce pollution
  9. Providing psychosocial support to road accidents victims
  10. Coordinating and networking with local, national and global organizations
  11. Working for the establishment of a national institute for road safety

Programs and projects:

To date, RESC has implemented the following programs and projects:

  1. A project on minimizing the adverse effects of gaseous emissions
  2. A project on road safety awareness in schools
  3. A project for creating school traffic teams in Ramallah and Al-Bireh Governorate
  4. Summer camps in a number of villages under the slogan "For a safe road"
  5. A project for constructing shaded bus stops in a number of villages in Ramallah and Salfit districts
  6. projects on the utilization of used tires in the creation of playgrounds in different villages
  7. raising road safety awareness through entertainment, music and theater

مركز السلامة على الطرق وسلامة البيئة (مرور) جمعية فلسطينية غير ربحية مستقلة تأسست عام 2000. يعتبر المركز الوحيد من نوعه في فلسطين من حيث طبيعة مجالات عمله. ويشرف عليه مجلس أمناء من شخصيات فلسطينية مهنية واعتبارية يقوم بإقرار السياسات العامة والخطط الاستراتيجية والمرحلية ويشرف على طواقم العمل.

أهداف المركز:

يسعى المركز، بالتنسيق مع المؤسسات الحكومية والأهلية، المحلية والدولية، لتحقيق الأهداف التالية:

1.      تعزيز الوعي المروري والسلامة على الطرق وسلامة البيئة في أوساط عامة المواطنين.

2.      التعريف بمسببات حوادث الطرق والإجراءات الكفيلة بالسيطرة عليها.

3.      التعريف بالأضرار البيئية الناجمة عن الغازات والمواد السامة، كماً ونوعاً.

4.      التأثير في السياسات والممارسات على المستوى الوطني والمحلي لضمان السلامة على الطرق وتقليل التلوث.

5.      تشجيع المبادرات الفردية والجماعية في مجال السلامة على الطرق وسلامة البيئة.

استراتيجيات العمل:

يسعى المركز لتحقيق هذه الأهداف بإتباع عدد متنوع من الاستراتيجيات، ومن ضمنها:

1.      إقامة البرامج والأنشطة الهادفة إلى تعزيز السلامة على الطرق وتقليل التلوث على المستوى المجتمعي وبالتعاون والتكامل مع مختلف المؤسسات والأطر المحلية.

2.      إقامة برامج للتوعية المرورية في المدارس وتفعيل دور الطلبة والشباب في الحماية من حوادث الطرق.

3.      تنظيم المؤتمرات والندوات والبرامج التدريبية الهادفة إلى تعزيز الأمان والسلامة المرورية وتقليل التلوث.

4.      إعداد وإنتاج المواد التثقيفية والبرامج والحملات الإعلامية حول السلامة المرورية وسلامة البيئة.

5.      نشر قانون المرور الفلسطيني والتعريف ببنوده.

6.      دعم الدراسات والأبحاث في مجال السلامة على الطرق وسلامة البيئة.

7.      دراسة التأثيرات الاجتماعية والاقتصادية والسياسية للطرق بشكل عام، والطرق الالتفافية بشكل خاص.

8.      تنظيم أنشطة التأثير والمناصرة لتبني سياسات وإجراءات عملية للوقاية من حوادث الطرق والتلوث البيئي.

9.      تقديم الدعم النفسي والاجتماعي لضحايا حوادث الطرق.

10.      التنسيق والتشبيك مع المؤسسات المحلية والوطنية والعالمية.

11.      السعي لإنشاء معهد وطني للأمان والسلامة على الطرق.

البرامج والمشاريع:

نفذ المركز، حتى الآن، البرامج والمشاريع التالية:

1.      مشروع المساهمة في الحد من التأثيرات السلبية للغازات العادمة.

2.      مشروع التوعية المرورية في المدارس.

3.      مشروع بناء فرق  المرور المدرسية في محافظة رام الله والبيرة.

4.      المخيمات الصيفية في قرى محافظات الوطن تحت شعار "الطريق الآمن".

5.      مشروع إنشاء مظلات وقوف (Bus Stop) في قرى محافظتي رام الله وسلفيت.

6.      مشاريع إعادة استخدام الإطارات المستعملة في بناء حدائق الألعاب في عدة قرى في محافظات الوطن.

7.      رفع مستوى  الوعي المروري من خلال الترفيه والغناء والمسرح.
